When someone talks about substance abuse, do they mean just recreationally taking stuff on weekends or what? How serious is it?

Substance abuse is when you are regularly and excessively taking a substance, be it chemicals or alcohol.

I think abuse is when you can’t handle it – if you’re high or drunk often, if your main need is to get hold of your favored substance, basically if it’s affecting your life a lot.
